New Delhi : Government will put up a special portal to ensure that only genuine beneficiaries are going to get subsidized LPG subsidy under the National Agriculture Produce Marketing Council, NAPMC, Act, which is to be implemented from July 1, Union minister for chemical and fertilisers Ram Vilas Paswan told a Parliament committee on Wednesday. NAPMC Act has to be amended to make provisions for subsidy under it as per the new methodology introduced for assessing eligibility of people who fall under the target group of small farmers and others belonging to rural areas with annual income less than Rs 5,000. We have to put up a portal that will be ready by July 1. Under it, we will be putting up the list of genuine beneficiaries who have already applied for subsidy. We have also put up a list of people who were lying in wait for us on the day we announced the governments decision, Paswan said. He said the new portal would be accessible only to people who have applied for subsidy under the LPG subsidy scheme of the NAPMC Act, 2016. Under the new methodology, the amount of subsidy that will be given to a beneficiary for a particular month, as per the criteria of the NAPMC, will be less than 15 of the total amount of subsidy paid to that person for that month. In the existing method of making assessment of subsidy eligible, the beneficiarys income is taken as the overall indicator of eligibility. So there is no need for a committee yet. All thats required is to put this up and that too with details of the beneficiaries, he said. He said the portal will give details of the beneficiaries in a table format, names, addresses and telephone numbers. The new methodology would allow the government to give larger amount of subsidies to beneficiaries while cutting down the expenditure while giving the same amount of subsidy in less time, he said. The minister said the government will soon file a report with the Rajya Sabha on the new website in this regard. The committee was told that the government is in the process of implementing the amendments to the NAPMC Act to allow LPG subsidy under the Act, 2016, after the Lok Sabha elections in May. Lok Sabha was adjourned for two days for the elections. Paswan, in his reply in the Rajya Sabha, said the amendments in the law would not affect existing existing LPG subsidy received by consumers and would not affect the subsidies received under the NAPMC. We have also to check and verify eligibility under the new criteria. There has been an increase in subsidy payment under the NAPMC Act, 2016 than that under the NAPMC Act, 2015. Some of the reasons why the eligibility and payment in subsidy has gone up include changes in the definition.
